Laizhou, May 13, 2025- In response to the recent market chaos caused by some enterprises in Shahe Town, Laizhou selling "three no" agricultural machinery through e-commerce platforms, Laizhou Bolin Heavy Industry Machinery Co., Ltd. announced today the launch of the "Quality Escort 2025" special action, which aims to promote the standardized development of the agricultural machinery industry and effectively protect the rights and interests of farmers through full process quality inspection upgrades, technical compliance transformations, and industry self-discipline initiatives.
Frequent chaos in the industry: difficulties in safeguarding farmers' rights highlight regulatory pain points
Since March 2025, multiple media outlets have exposed that some enterprises in Shahe Town, Laizhou have sold "three no" tractors to China under the guise of "export", with problems such as engine no production label, power false label, and lack of after-sales service. Zhao Zhanming, a farmer from Qingyang, Gansu, reported that after the tractor he ordered through the live streaming platform arrived, he found that there was no manufacturer information on the body of the tractor, the engine nameplate was in full English and there was no certificate of conformity, and the hydraulic system had serious oil leakage, causing delays in spring plowing. The "1204" tractor purchased by Mr. Deng, a farmer from Chengdu, Sichuan, experienced hydraulic distributor oil leakage and damaged muffler after 3 days of operation, but the manufacturer refused to return or exchange the goods on the grounds of "signed for".
According to the Shahe Supervision Institute of Laizhou Market Supervision Bureau, the number of complaints about agricultural machinery in the region increased by 120% year-on-year in the first quarter of 2025, of which 80% involved "three no" products. The person in charge of a certain agricultural machinery enterprise in Shahe Town admitted that some small workshops illegally used outdated "National II" diesel engines to reduce costs and induced farmers to place orders through false advertising.
Bolin Heavy Industry's Four Dimensional Force: Building a Strong Quality Defense Line
Whole process quality inspection upgrade
Bolin Heavy Industry invested 5 million yuan to build an intelligent testing center, introducing equipment such as laser scanning and dynamic load testing to conduct 72 hour continuous operation testing on each agricultural machinery. For hydraulic systems, a new pressure fluctuation rate detection index has been added, requiring a failure rate of less than 0.5%.
Technical compliance transformation
The company has completely phased out "National II" diesel engines and adopted "National IV" emission standard engines, and jointly developed a specialized power system for agricultural machinery with Weichai Power. At the same time, electronic identity tags are installed on core components such as engines and transmissions to achieve full lifecycle traceability.
Reconstruction of after-sales service system
Launch the "48 hour door-to-door+first year free maintenance" service, and set up 8 regional service centers in agricultural provinces such as Henan and Shandong, equipped with 50 mobile service vehicles. In addition, the development of an agricultural machinery health monitoring app allows farmers to obtain real-time equipment operation data through sensors.
Industry self-discipline initiative
Bolin Heavy Industry, in conjunction with the Laizhou Machinery Industry Association, has released the "Convention on Compliance Production of Agricultural Machinery", requiring contracted enterprises to commit not to produce or sell "three no" products, and establish a quality blacklist sharing mechanism. As of now, 15 companies have signed the convention.
